I was thinking about hackers and netguards thing... How about making this more competitive?
Actually nobody fight "for the" hackers or netguards team. Everybody fight just to get the 600 kills, to be top 5 killer to get 70 ECs, etc. But not for the team so, this is my idea: Instead of fighting for a team, how about fighting for your gang? I mean instead of counting hacker/netguard points, to count gang points.
Example: Every gang member weekly kills will be added to a general gang score (counting every kill they do, except NPC's) Then at weekly reset, winner gang gets X amount of ECs for each member, and a bonus for the TOP-5 killers of the gang.
