Small chat bug

You probably already know that occasionally chat will black out. Meaning the people already in it can see whats going on, but anyone who joins or refreshes cant. This is due to the following two symbols, I believe: < >

If someone in the chat says a sentence such as "No, it was not me <_<" chat works fine, so this bug might've been previously ignored. It wont black out until someone replies to this post, and even then, only for the new chatters and people who have refreshed.

As soon as you post in chat, however, it fixes, meaning it can be fixed by posting anything in chat, or PMing yourself.

If I'm not being clear, I'm sorry, but I can go into further detail if needed.

Nope, tried to replicate in the forum but didn't see it happen.

It happened again today, confirming this.
Here is an example, in case what I said was unclear:

Person 2 says: 3:05: When this reply is said, the bug goes away.
Person 1 says: 3:04: When this reply is said, anyone that refreshes chat or joins newly has a chance of it stuffing up, EXCEPT the person that used the symbols in the first place.
Person 2 says: 3:04: I am not here >_>
Person 1 says: 3:04: Hello

This can be confirmed by Skip.

Anyway, a theory emerged that it was just sending multiple messages quickly, and not to do with >><< at all. I seemed to get some sort of bug, but can someone verify this?
